2005 year“HIV – I have my plans for the future” The year 1999 is considered the beginning of the HIV-epidemic in Chelyabinsk and Sverdlovsk regions. On the whole, about 40000 HIV positive people have been registered lately. Today the overall stability is observed though due to the creation of the city programs of HIV/AIDS prevention, and the activities of a number of noncommercial AIDS-service organizations. However today the society is facing another problem: a large number of PLWHA face the discrimination, stigma, misunderstanding, alienation from the rest of the population.
